As part of FEMA's Hazard Mitigation Assistance (HMA) programs, applicants must be able to demonstrate the cost-effectiveness of its construction projects through FEMA's rigorous Benefit-Cost Analysis (BCA) process. After years of exposure to these technical reviews, Timbalier Resources has been able to develop a scalable GIS methodology that integrates H&H modeling with FEMA's standard values to show the cost-effectiveness of a project at a fraction of the cost of traditional methods.  Working with partner firm, Rostan Solutions, Timbalier Resources has helped advance roughly $175 million in mitigation project across 10 different states as of Q3 of 2023.
